I just received the Market Alchemist when I received my third of the four required strategic resources. Screenshot and save games (turn before and after) attached. The bugged award occurred on turn 69. I provided a save game at the beginning of turn 69 as well as the autosave from turn 68 just in case that helps.
I also found this old thread reporting the same issue from about 2 years ago. I only mention this because it looks like the bug has been around since before the latest DLC (or was re-introduced).
