Yes, that's right, there are two choices. But for the Riftborn (Continuum Sculptures), the first choice is different. That because technology of "barrenformation" related to Continuum Sculptures affinity.

Like unique improvement that give effect for all empire?
Yes, but it's not something you need to build (like technologies in Endless Legend, for instance). Don't forget to specify the first choice, option b is contingent on Riftborn being present in your empire!
