Name: Roots for the Little Guy

Description: The Unfallen ability to put down roots and become a Third is not always a purely personal decision. Workers woke up this morning to find that an anonymous Unfallen has planted her roots and become a third in the middle of the construction site for a planned robotic factory which would replace millions of workers, halting progress and risking abandonment of the site.

Choice 1: Uproot (Industrialist)

Description: The wheels must turn. Uproot her and place her out of the way, then resume construction.

Objective: Construct 8 new buildings to provide the infrastructure to remove the Third.

Outcome: With the Unfallen Third uprooted (mostly) without harm, work is expected to resume. The Unfallen are certainly unhappy with the result, citing the moral imperative of economic development, but they will learn in time that the industrial health of the empire is paramount, and this factory is about to become its grinding mechanical heart.

Reward: World-Tree Industrial Spire: Unique Building. +40 Industry per System Level. Using lessons learned from Unfallen bodily architecture, this industrial facility functions like a massive tree, with maximum density of production modeled after the flow of nutrients in plants.

Choice 2: Concede (Ecologist)

Description: It would be both expensive and unpopular to undo this. Better to go with the flow.

Objective: Grow 8 new minor pops within 10 turns to prove the agricultural use of the Thirds chosen location.

Outcome: Perhaps there was a better solution, but now at least some benefit has been found. The empires industrialists are still annoyed at their lost investments, but the new Park of the Nameless Third has inspired both a wave of similar protests and an atmosphere of political engagement in your people. The Unfallen quietly approve, and follow the Thirds example.

Reward: Grove-Kitchens: Building. +20% Food production on Happy on System, -20% Food reduction from Blockade on System. Through science and deep meditation, some Unfallen have found ways to ensure that they grow fruit once they become Thirds. Volunteer grove-kitchens spring up system wide to feed the poor and displaced, in peace and in war.

Choice 3: Ascend Together (Pacifist) (Condition: Empire must contain a Guardian)

Description: The Unfallen spirit is that of compromise. Surely one can be found here?

Objective: Sacrifice a Guardian to create an atmosphere of cooperation

Outcome: The fumes of the Guardian allowed all sides to contemplate the Thirds choice, and so there was a compromise: grow the economy as planned, but pass on the benefit directly to the masses. A new employment agency headquartered under her branches, raised wages, and expanded public services will ensure that for the next major project, nobody will be left behind. A fitting memorial.

Reward: Natural Employment Agency: Empire Improvement. +50 Dust per Friendly Empire on Empire. Combining Unfallen empathy culture with xenopsychology and predictive models, the unemployed can be brought together across cultural lines and trained for predicted fields and upcoming projects.

It's interesting that there are several seconds-into-thirds quest proposals. There's something compelling about that idea, I guess.

I'm yet to choose which one I'll upvote, but I do like this ones' potential outcomes of a system improvement, a unique building, and a diplomacy boost. Lots of options there for different playstyles.

Yeah, I was already worried when another third-centric quest proposal got posted the same day as mine (bit before if I remember correctly). If I knew it was going to be such a popular topic, I might have gone with something different. I guess it means it's an area of the Unfallen's lore that people felt was worth exploring though.

On an ethical scale, I think there's more to be done with it. The requirement of fire for hatching seeds is something that's not particularly problematic, there's not really any reason anyone would have a problem with it to justify a branching quest. The ability to take root and become a Third gets into all sorts of stuff though- it's a willing sacrifice, the only natural end to an Unfallen life, choice of location or timing can make for an incredible variety of moral and ethical situations that can pop up as a result of a Second deciding to become a Third.

I'm not focusing on the Third aspect as much here though. The real focus in this quest is how the Unfallen handle serious political and ethical strife, in this case mass unemployment due to a large scale industrial project, with the rooting of a Third acting as a fantastical extension of protest tactics like chaining oneself to construction equipment, except it's permanent. The important bit is why the Unfallen chose that spot to become a Third, since nobody can ask them; they've effectively taken the secret with them to the grave in a completely pacifist ultimate sacrifice.

Unfallen are all about pacifist self-sacrifice and finding a cause they're willing to either die for, or fight for; this Unfallen chose to take the most important, permanent decision of their life, and dedicate it to this one particular cause of trying to secure a life and livelihood for the people threatened by this project. The easy solutions are to cancel the project or go ahead with it; the more difficult solution is to recognize the need for harmony and an empire-level system for maintaining employment and passing on the benefits of your development.

Cool quest, but we'll tweak the objectives to be a little bit easier.

I assume the second objective could do to be tweaked down to, say, only 3-5 pops. The other two I based on other existing objectives, though I really don't think any of these are more difficult than the Sophons Scientist quest option.
