Quest name: The Fruit

 

Requirement: Have at least 3 colonies.

 

Description: "Throughout our ever-expanding vines, the Unfallen is working tirelessly to spread peace across the stars. 

 

But now, they have doubt. Does their contribution matter? Are their effort means nothing? They want to know if their hard work has born fruit.


To quench their doubt, our leader decided to invite envoys from our colonies to see the ‘fruit’. It's not decided yet what is this ‘fruit,’ but it should be something…"


Choice 1: Lavish

Description: "Perhaps a large and luxury celebration would show that their hard work had made the empire rich and prosper like never before. You would need a high quantity of rich soil, decorations and activities to truly show them that we have entered a golden age - and perhaps get the real fruits in the celebration as well."

Objective: Have 40 of 6 different luxury resources.

Outcome: "Many of the envoys are amazed by our lavish decoration, tasteful soil and the exhibition of games and more. By the end, they are reassured.


The effect becomes apparent in a week. The Unfallen populations believe we have enough and would like to take a break; causing a mass-holiday in many colonies. 


While a boost to happiness and your reputation, it will be awhile before the holiday fever dies down."

Reward: 2 random luxury resources become available on your homeworld. Perma boost to influence and decrease happiness penalty on all world but the capital.


Choice 2: Sensational

Description: "One of your less-than-stellar scientists has a ‘personal’ project that might be of help. He is designing an entertainment complex using light as a mean to ‘stimulate’ sense. For other species, it’s just pretty colorful light, but for Unfallen, a planetoid species, it could be...sensational. The construction cost and skill need to fine-tune this large device would ensure the envoys of their contribution."

Objective: Maintain industry and influence at 80 for 20 turns. And the happiness of you captital system at least 80 %.

Outcome: "The envoys are skeptical at first, but once they enter the entertainment complex all the doubts are gone and replaced by relaxation and joy from the sensational light. By the end, they believe their contribution is put to good use. They even ask for the blueprint to build this complex to share with their worlds!


You duly note though that all the envoys’ leaves turn unnaturally red as they left."

Reward: A new faction building that boosts happiness and luxury resource production.


Choice 3 (conditional): Exotic

Requirement: Have Bhagaba population in your empire.

Description: "You have noticed that the Unfallen population, especially those with stamen, seem to have a ‘peculiar’ interest in the Bhagaba population. Perhaps you can ask them, or their collective mind, for help; impressing the envoys that their contribution has brought peace between two species, whom they found most exotic and, for lack of better term, ‘desirable.’"

Objective: Have 10 Bhagaba population on the empire or something...I-I am really not sure what you should do here that wouldn’t be too hard or easy.

Outcome: "You stage an exhibition for the envoys, filled with Bhagaba servers in traditional bark-paint on their coral skin. Once the main event of Unfallen’s ‘dance’ performed by the Bhagaba finished, no doubt was left their effort.


A few months later, there is an increase in the inter-species relationship between the Unfallen and the Bhagaba. While help promoting coexistence, the growth of Unfallen’ seeds seem to go down."

Reward: Increased relation with all encountered minor faction, boost Bhagaba population growth and gain two level of Bhagaba population bonus and one level of two random minor faction population in your empire. Decrease Unfallen population growth for 40 turns.


PS: It's basically, party, drug or stripper when you think about it.

Your choices 1&3 have an effect, and not an outcome. Effects are temporary, while rewards are forever. Make sure these are proper rewards ! Choice 2 has a problem with the objective, because you're basically offering a free building before giving another as reward; neither of the other two choices have anything similar. It'd make more sense to require to build X buildings boosting happiness or science or something.

I kind of fix it, but no idea if it's better, worse, or not implementable.

Option 1: we'll probably remove the luxury deposit, as it is very strong. Option 2 is fine. Option 3 could work if we go for an empire improvement that makes Bhagaba stronger.
