Wow. That Opbot is from the story in Endless Space 1, about Auriga. If I recall correctly he was hellbent on finding the planet.
Really? I can't remember him in ES1, but I probably just didn't notice him. However, I remember him in Dungeon of the Endless as one of the heroes, and in Endless Legend from the Vaulters campaign. I'm happy to see him again in ES2.

Yes. After some update in ES1 whenever you start a new game you are greeted with a message about Auriga. That some bot thought that Auriga is actually his home and was annoying a captain of the ship, in which he was part of the crew, to go and search for it. After awhile captain was fed up and decided to search for it. This is pretty much the whole message, though I didn't play it in so long. It might have changed already.
