Received the task "Chapter 2, in search of uniqueness, part 1." The assignment requires you to colonize / create an outpost on unique planets in less than 30 turns. Counter 1 \ 2 I did not find a description of what a "unique planet" is in the wiki and google. Since the counter 1 \ 2 - examined all the planets i own, for one that will stand out with something - did not notice anything suspicious.

What is this planed and how do i identefy it?
A unique planet is a named planet with lore. You can find them around, usually connected to the endless in some fashion. You can see that they are unique at a distance by them having a thick white circle around their icons.
Do you have any visual example (like screenshot) by any chance?
Сarefully searched all the planets on screen, but found none as far as i understood your discription (and i should have atleast one owned, due to quest label).
But next question is... both systems i only have on my screen (~35% of galaxy) owned by academy:
1) First one i cant colonize it because it "too hostile".
2) Second one is destroyed and cant be reconstructed
How do i deal with it?
Well, regarding the first question... You just need the tech to colonize it... The second... honestly, I am not sure. I am not that deep into the later game details of Endless space (as I have a tendency to restart constantly XD). I think you should be able to find other.
