I was thinking about adding the Necrons from Warhammer universe with a mechanic which colonization would only be possible through exploring curiosities, simulating the discovery of a tomb world. In exchange, they would have free population production from each tomb world discovered.
But I don't know if that is possible through modding.
While it is possible to add game mechanics to a very limited extent, which I would only recommend if you are very familiar with the modding system, I don't think your ideas would be possible.
