Random AI competitors

Thanks! I don't know how I missed that

I bought Endless Space 2 from steam.  I also have three expansions (Penumbria, Vaulters, and Supremacy).  But when I start a game, the only AI choices are Cravers, Vodyani, Lumeris, Spohons, and Unfallen.  I can't even get the Empire or  Horatio from the basic game, let alone the factions from the Expansions.  I don't seem to have that custom faction button mentioned above.  

I can play any of the races myself, just not as the AI.

Is there something I'm suppsoed to be doing to see the other races?
