I agree wholeheartedly of course. Another possibility, one which I've been looking at for other purposes as well, is to make the Growth which fills the population meter another resource at another stage of Food production, so it can be targeted specifically. So instead of -50% Food and all it entails, -50% Growth is derived from Food, only affecting population growth.
This is a horrible idea. It's very easy to manage manpower with the insane essence production. You are advocating further buffs to an already overpowered faction with CLEAR advantages over many other factions.
