The conversion amount increases each turn. 20% then 40% then 60% then 80% then 100%. But after 3 turns you can turn the effect off. But then the city has to wait 5 turns before doing it again. I also like this because as a pragmatist I can't help but picture that it's difficult to retool an entire cities economy in either direction. So flipping a switch feels a little odd.
