Iam trying to create something like the USSR unique district/resource.

When I create the custom district and place that it creates/exploits any already existing resource in the game (resources 10-34) it works however when I place my custom created resource (resource35) the district doesn't create/exploit the new custom one.

I can see in the cheat menu that my custom resource exists, it's bonuses are working and it is in the description of the district. What am I missing?
