As many said the change about Russia make them worse , the -25% outpost creation cost seems not at all useful as most of territories where already claimed however it would be interesting to get bonuses around attaching territory or a big reduction cost to do so .

 I was thinking to make Russia really more appealing to give them as LT of district reduction cost that would reduce or delete the effect that rise up production cost when attaching territories
