What does Hull Plating Penetration mean?

I've seen it on some battle tactics cards, but what does it actually do?

Hull has defenses, the plating, hull plating penetration lowers the defense value of the plating resulting in more damage dealt.

This mostly affects kinetic weapons as energy weapons start with a high hull penetration on their own.
I think there was a forum discussion trying to give actual numbers, I suggest you try your luck in finding it.
